Biography:
Charles Kalinzi, PhD is a Public Procurement specialist and senior Teaching Fellow, and post-doc researcher in the field of purchasing & supply chain Management at the University of Portsmouth focusing on strategic procurement management in the public sector. He holds an MBA (Management of Government Procurement) from Maastricht School of Management, the Netherlands; an Advanced public procurement certificate from the International Development Law Organisation (IDLO); a Purchasing Strategy Development Certificate from the United Nations Development Program, a Bachelor of Science in Mathematics and Economics Degree from Makerere University and a Post Graduate Diploma in Education from Kyambogo University. He is a member of the Chartered Institute of Procurement and Supply of the United Kingdom (MCIPS-UK) as well as a Certified Procurement Practitioner (CPP) of the Institute of Procurement Professionals of Uganda (IPPU), and a member of the Chartered Institute of Logistics & |Transport (CILT-UK). He has earlier served as the HOD, Procurement, Marketing & Supply Chain Management, and was instrumental in the development of procurement capacity-building programs in Uganda through developing a Master of Business Administration-Procurement Management and a Master of Science in Supply Chain Management. He has significant knowledge and experience with the legal and institutional framework of public sector procurement in Uganda, Tanzania, Malawi, and the SADC region. He has published widely in top-tier procurement and supply chain management journals and enjoys both quantitative and qualitative research
