Biography:

Hon. (Amb.) Joel Dimiyen Bisina, PhD. (FCIA) Hon. Joel Bisina, believes that citizen participation and respect for human rights are the bedrock of democratic governance, and that sustainable development cannot thrive where there is no peace.This conviction led him to found the Leadership Initiative for Transformation and Empowerment (LITE-Africa) 23 years ago, a leading Nigerian non-governmental organization with a vision to create a safe space for peace and development. Hon Joel Bisina, was a former member of the Delta State Executive Council and Commissioner for Special Duties Abuja Liaison, and former Senior Consultant in the Presidency on the Federal Government of Nigeria Niger Delta Presidential Amnesty Programme where he contributed greatly to the successful demobilization, rehabilitation and reintegration of ex-militants back into society. He also provided technical expertise to the Federal Government of Nigeria Inter-Ministerial Committee on the (VPs) headed by the Honorable Minister of Foreign Affairs between 2016 and 2017 to review Nigeria's position on the VPs. He is a dedicated mediation expert with immense contribution to national peace, responsible policing and resolution of some of the intractable inter-ethnic conflicts in the Niger delta, Southwest, and Northwest Nigeria. He has received commendation from the international and national community on his leadership role in the coalition that mediated the conflicts between Ijaw, Itsekiri, and Urhobo ethnic groups during 2003 Warri Crisis that claimed well over 2,500 lives and property worth several million of Naira.  Hon. Joel contributions to peace transcends geographical borders. In 1999 he was a lead mediator, that brokered peace between Oodua People's Congress (OPC) and Ijaw Youths in Lagos during the Ajegunle Crisis, while in April 2011, he facilitated the Kaduna communities dialogue program to address the post-election violence in four LGAs in Kaduna, Jema’a, Zango Kataf, and Zaria. He equally provides strategic leadership for a number of international multi-stakeholder security and human rights associations including; the Voluntary Principles on Security and Human Rights Association, the International Code of Conduct Association for Private Security (ICoCA)(Board member in both organisations), and the African Private Security Governance Observatory that provides guidance for security operations in a complex business environment. He is a recipient of well over 15 international, and local awards and honours for courage and "sticking his neck out for the common good," academic excellence, leadership, and for facilitating community development in the Niger Delta. Hon Joel Bisina was Host Country Director in the Global Citizen Journey initiative that in November 2005 brought 19 Americans and 21 Nigerians as grassroots citizen diplomats into Nigeria and the Niger Delta for the first time for a residential experience. The initiative helped to build the Niger Delta Friendship Library located in Oporoza, Warri Southwest LGA of Delta State as the first library in the entire riverine Niger Delta. He is reputed for his tenacity and resourcefulness in influencing global policy on crime prevention, and human rights protection both at the Conference of the State Parties to the United Nations Convention on Corruption and Crime in Panama, and the United Nations Forum on Business and Human Rights in Geneva. His determination and pursuit of excellence has made him overcome obstacles and go the extra mile in service to humanity. Hon. Joel Bisina was in born in November 22, 1963, is a father, husband, academician, renowned security and human rights expert, analyst, and writer on issues of small arms and light weapons, oil and communal conflict, environmental degradation, elections, and conflict. He is also a facilitator, leadership and organizational development coach and mentor, and consultant to local and international development partners, and a Human Rights activist who has personally suffered rights violations in the hands of the Nigeria Military on a number of occasions. He holds a Ph.D. in Public Policy and Administration with a concentration in Terrorism, Peace, and Mediation, and a master’s degree in public administration with a concentration in Non-Profit Management and Leadership from the Walden University – Minneapolis Minnesota, USA. He currently co-chairs the In-country Working Group on Voluntary Principles on Security and Human Rights (VPs) alongside the government of Switzerland in Nigeria.
